1 Introduction

Accreditation becomes more and more important nowadays. For educational organizations as well as for students it is an emerging effort to keep track with the changing legal environments and the accrediting bodies. These issues are important for each student as they determine which academic titles and studies are accepted on a domestic and international level. Furthermore, one has to keep in mind that it is a common use to grant accreditation only for a limited period of time.  At expiration date accreditation relies upon a renewed accreditation granted on basis of a normally shortened accreditation process.

Generally, each country has its own accreditation agency which determines the criteria for educational entities at any level. Some countries as Switzerland do foster their federalism principles and allow individual legal regulations on a provincial (their cantons) level beside their federal regulations. Other countries do completely concentrate on external and/or foreign accreditation bodies and align their accreditation behavior with these.

ch2 Swiss Accreditation Principles (Top)

The Swiss accreditation system is changing rapidly and significantly. Currently, Switzerland’s authorities prescribes a two step accreditation process. The first activity is to achieve accreditation on the cantonal level. After a minimum of one year doing actively business the accreditation process can be proceeded by applying for federal accreditation. More on this subject can be found on the pages of the Rector’s Conference of Swiss Universities.

As each Swiss canton is allowed to design its own educational laws it was important to find a Canton which offers a stable legal framework. The Kanton of Uri offers a clear regalement (Verordnung 10.2935 - the legal framework for university accreditation within the Kanton Uri) that determines the requirements that have to be met.

Cubidor’s Accreditation Status (will be be updated continuously, Top)

In early 2007 Cubidor University Switzerland applied for accreditation by the Educational Board of Uri (Erziehungsrat des Kanton Uri) in compliance with their legal framework concerning the foundation of private universities (Verordnung 10.2935 - the legal framework for university accreditation within the Kanton Uri). After analyzing the university’s documentation in May 2007 the Educational Board of Uri granted accreditation Accreditation document, issued by the Erziehungsrat of the Kanton Uri on May, 3rd 2007 ... as a privately founded online university. The most important contents of the accreditation paper are:

  1. Cubidor is granted a provisory accreditation until August 2011
  2. The final accreditation is bound on the positive accreditation with the Swiss federal authorities OAQ
  3. Cubidor has to head for the federal accreditation by the federal Swiss authorities (OAQ - Organization for Accreditation of Swiss Universities) until August 2011
  4. If Cubidor has not achieved federal accreditation status by 2011 the organization is allowed to issue the (by the canton Uri) accredited academic titles within the following 48 months (meaning until 2015). The following academic titles are allowed to be issued under this accreditation agreement:
    • Certificates of Advanced Studies
    • Diploma of Advanced Studies
    • Bachelor of Social and Economic Sciences
    • MAS Master of Advanced Studies
    • Master of Social and Economic Sciences
    • Doctor of Social and Economic Sciences
    • PhD of Social and Economic Sciences
  5. The accreditation by the authorities of Uri is bound to transfer the location of the legal entity of the university - namely Cubidor University AG - into the canton of Uri.

Cubidor University Switzerland is supervised solely by the Educational Board of Uri which represents the highest organizational body within the university’s organization. Any requirements and restrictions which are laid on the university are exclusively issued and controlled by the respective authorities of the canton Uri.

In accordance with this Cubidor University Switzerland is solely responsible to meet the requirements which are stipulated by the canton of Uri and the respective authorities within.

Legal Entity and Ownership  (Top)

According to Swiss law the university has to be based on an entity that is responsible for the legal and economic conduct of the university’s affairs. To stress the transparency of the “university project” the  public  limited company Cubidor University AG was founded. It is entirely owned by university’s founder and first rector Dr. Martin Schwarz.

Locations (Top)

Due to local nearness the current postal address of Cubidor University Switzerland or Cubidor University AG is Moosackerstrasse 17 | CH-9444 Diepoldsau | Switzerland . With the begin of the very first program and term the tax location of the public limited company will be transferred immediately to the canton Uri. The address stated above will remain valid throughout and after such a change in location.
